As Deputy Assistant Inspector General for Aviation Audits, Anthony is responsible for managing DOT OIG reviews of a wide range of Federal Aviation Administration programs. Anthony assumed his position in January 2017, after 25 years of experience in managing large projects and programs. From 2011 to 2017, he served as a program director in DOT OIG’s Office of Surface Transportation Audits, managing audits of the Federal Transit Administration’s (FTA) and Federal Highway Administration’s (FHWA) oversight of transportation infrastructure investments. Notably, his teams have reviewed FTA’s progress and challenges in establishing its Emergency Relief Program and safeguarding the Nation’s multibillion-dollar investment in areas affected by Hurricane Sandy. More recently, his teams have evaluated FTA’s and FHWA’s engineering and financial oversight of large projects exceeding $1 billion in total costs. Prior to DOT OIG, Anthony was a director in FTA’s Office of Oversight and Program Guidance. In addition, he served as a director in the Directorate of Installations and Logistics at the National Security Agency, leading major capital improvement projects. Before his Federal service, Anthony worked for 15 years as an engineer and program manager at Morrison Knudsen, Booz Allen & Hamilton, and Parsons Transportation Group on transportation and infrastructure projects in the United States and England. Anthony graduated from Saint Bonaventure University in 1990 with a bachelor’s degree in physics, and from Binghamton University in 1993 with a master’s degree in electrical engineering. In 2014, he graduated from Loyola University of Maryland with a master’s in business administration, with a concentration in executive management.

Basil’s role is to envision and direct efforts that position North Carolina as a global leader in UAS (drone) safety, government integration, commercial and economic development, and knowledge creation. That includes ensuring North Carolina maintains the nation’s best drone safety record; maximizes state and local agency use of UAS technology to improve public services and operations; builds a world-leading UAS economy; pursues research and innovations that promote drone safety, government integration and commercial development; and designs and advocates for supportive public policies on the local, state and federal level. He also serves as UAS subject matter expert and advisor for North Carolina.

Basil leads North Carolina’s participation in the Federal Aviation Administration’s three-year UAS Integration Pilot Program, which is testing tools and developing infrastructure that will enable safe drone use for package delivery, particularly medical package delivery, over local communities beyond line of sight. This pilot program offers the potential for unleashing a new era of drone use for public and private purposes across the state and the nation.

Basil brings to this work extensive experience in civil engineering, program and project management, policy development, and research design and analysis. Prior to joining the Division of Aviation in June 2016, he served as project manager for Hovecon Project Solutions, where he managed residential and construction projects and provided design, engineering and technical assistance to builders and clients. Earlier, he was an airport project manager for the Division of Aviation, general manager of Peak Fall Protection Inc., a safety solutions company, and assistant resident engineer for the NCDOT Division of Highways.

Chris founded GeekDad, BookTour and a few other companies now lost in the mists of time. His background is in science, starting with studying computational physics and doing research at Los Alamos and culminating in six years at the two leading scientific journals, Nature and Science.

In his misspent youth, Chris was a bit player in the DC punk scene and, amusingly, a band called REM (not that one). He lives in Berkeley, California, with my wife and five kids.

Christian, Certified Photogrammetrist, is a forward-thinking and inventive problem solver who has extensive knowledge of remote sensing collection requirements and how to tailor solutions to meet client needs. Gene, CEO of Fruity Chutes, has founded several high tech start-ups in the early Internet e-commerce space, and the hobby radio control industries. Gene has experience in electronics hardware design, embedded systems, enterprise software, web systems design, and databases. Gene has flown RC aircraft and rockets for 40 years. In the mid-80’s Gene helped found CSys Labs Inc., a company that designed and manufactured one of the first all computer controlled RC airplane controllers.

Gene founded the Project Lifesaver program in October 1998, while serving with the Chesapeake, VA Police Dept., as a Captain commanding Special Operations and SWAT and Chief of SAR, Chesapeake Sheriff’s Office, when it became apparent to him there was a major void that needed to be filled. Project Lifesaver International is a 501 (C) (3) community based, public safety, non-profit organization that provides law enforcement, fire/rescue and other first responders with a comprehensive education, training, and technology based program for individuals with cognitive disorders who are prone to the life threatening behavior of wandering, including those with Alzheimer’s disease and Autism. Major General Marke F. “Hoot” Gibson (ret) most recently served as the Federal Aviation Administration (FAA) senior adviser on unmanned aircraft systems (UAS). NUAIR welcomed Hoot late last year as CEO, where he now oversees the organization’s efforts to safely integrate UAS into the national airspace system (NAS).

In his role, Marke will lead NUAIR’s oversight of UAS testing being conducted in New York, Massachusetts and Michigan and will oversee the $30 million investment by New York state to put the region at the forefront of UAS research and development.

Marke has served as executive director of the NextGen Institute, which provides professional services to the UAS Joint Program Development Office. He also owned an aviation consulting firm.

Marke retired from the U.S. Air Force in 2011 after 33 years of service. He held numerous senior command and staff positions earning him the rank of Major General. Marke retired as the Air Force’s director of current operations and training where he led the startup of a new cyber career field and its integration into Air Force operations. Since 1996, Mike has been developing airborne intelligence systems for applications in the earth sciences, defense, and agronomy fields. As an engineer at the Scripps Institution of Oceanography, he developed airborne imaging and radar systems to study ocean/atmosphere interactions in support of global climate research.

As the Director of Electro-Optic Systems and Manager of Mission Systems at General Atomics Aeronautical Systems, he oversaw the development of intelligence payloads for a number of unmanned military aircraft including the Predator, Reaper, Gray Eagle, and Avenger drones.

Michael is a full-time public safety officer for the Daytona Beach Shores Dept. of Public Safety where he is certified as a law enforcement officer, firefighter, and EMT. He developed the UAS unit for the agency and currently supervises multiple pilots and aircraft. Since the unit began operations in 2016, he has flown missions to include relief and recovery flights during Hurricanes Matthew and Irma, structure fire and wildfire operations, fleeing suspect pursuits, water search and rescue, and payload deployment during an armed subject standoff. In addition to being a professional in the pubic safety industry, he is also the Chief public safety instructor for DARTDrones. There he has assisted in development of public safety UAS training curriculum and has provided training to a multitude of public safety agencies across the country. Michael is currently President of Air Operations Inc. and Chief Pilot for Soaring Sky Commercial Drone Solutions. As a graduate of Central Missouri State University with a B.S. of Aviation Management – Professional Pilot, and Miami Dade Collage’s Aviation Management program – CTI, for Air Traffic Control, Michael was moving into a career post-college with the airlines, with a pilot internship right out of school. Then 9/11 happened and changed everything for so many. He then transitioned to the FAA as an Air Traffic Controller for Kansas City Center. A few years later, he relocated to Birmingham Alabama to be with his wife and to work for the Birmingham Airport Authority’s Air Operations Department. While in Alabama he started a youth program, which was dedicated to educating high school students about different careers in Aviation. Then moved to Florida where he is working for Air Operations Inc., a pilot services and aviation event management company, that manages drone racing events and the air traffic operations for airshows/expos. Air Operations Inc. works with Organizations such as: MultiGP, Sebring Airport Authority, Sun ‘n Fun Inc. and the Experimental Aircraft Association in Oshkosh, Wi. When Michael is not managing an aviation event, he manages flight operations and assists with training as Chief Pilot for Soaring Sky, teaching and flying fixed-wing aircraft and drones as a commercial 107 pilot. Orrin received an MS in Civil Engineering (2009) and BS in Geomatics Engineering (2006) both from California State University, Fresno. Prior to joining Boeing, he held the position of Vice President of Government Relations for Insitu, Inc. and was responsible for driving much of the company efforts transitioning into to commercial and civil market opportunities. He is currently serving as co-chair of RTCA Special Committee 228 chartered by FAA to establish performance standards for UAS command and control and detect and avoid solutions. Paul was recently awarded the RTCA 2017 Achievement Award and Outstanding Leader Award. Paul is a former member of the Unmanned Aircraft Safety Team steering committee and was recently appointed as a member of the National Academy of Sciences, Engineering, and Medicine UAS Risk Assessment panel.

Robert is a fourth-generation farmer from north central Idaho managing 1,300 dryland acres of wheat, barley, peas, lentils, chickpeas, alfalfa, and cows. The farm is situated on the edge of the rolling hills of the Palouse and not far from his Alma Mater, the University of Idaho, where he received his B.S. in Agriculture Business.

His journey with precision agriculture started in 2003 using a PDA for simple mapping. That evolved into all different types of equipment, including Unmanned Air Systems (UAS) in 2006. Robert is the first farmer to own and use a UAS. His vision and advocacy of these technologies helped him become the Precision Agriculture Institute’s 2009 International Farmer of the Year. Robert has been on the leading edge of the precision agriculture utilization in the PNW and U.S.

Since that time, Robert received an Eisenhower Fellowship in 2011, taking him to South America for six weeks studying these technologies. During the fall of 2012, he spent three weeks in Germany on a McCloy Fellowship for agriculture. In Idaho he was recognized as one of the most influential U of I College of Agriculture and Life Science (CALS) alumni, receiving the 2013 Governor’s Award for Agriculture Technology and Innovation, and being honored as a 2015 U of I CALS Distinguished Alumni.

Tony is currently working as the UAS program Manager at Northwestern College where he oversees the training of college students and industry professionals on the use of Unmanned Aerial Systems. NMC teaches a variety of UAS courses and focuses their training on application based training such as agriculture, land survey, and inspection work. Tony began his career by obtaining an Aeronautics degree from the University of North Dakota. In 2006, he accepted a position at Northwestern Michigan College where he acted as the Chief Flight Instructor overseeing traditional manned aviation training.
